<dd>We have observed 99 decays of the charmed strange meson, the &lt;math&gt;D^+_s&lt;/math&gt; (formerly called the &lt;math&gt;\operatorname{F^+}&lt;/math&gt;), into the &lt;math&gt;\operatorname{\phi \pi^+}&lt;/math&gt; (61) and &lt;math&gt;\vec{K}^{\ast 0}K^+&lt;/math&gt; (38) final states in the Fermilab photoproduction experiment E-691. We determine the lifetime to be &lt;math&gt;(\cdot 48^{+\cdot 06}_{-\cdot 0.5}\pm \cdot 02)\times 10^{-12}s&lt;/math&gt;. Using our reported measurement of the &lt;math&gt;\operatorname{D^0}&lt;/math&gt; lifetime, we calculate the ratio &lt;math&gt;\tau (D^+_s)/\tau (D^0)= (1.10\pm .15\pm .04).&lt;/math&gt;</dd>
